Estonian Court Accounting Center to be opened

10. January 2005
Ken-Marti Vaher, the Minister of Justice, will open today at 13.00 in a formal ceremony in the lobby of the Tartu Courthouse II floor the Estonian Court Accounting Center that unites the accounting units that had so far worked separately in all courts.

Tiiu Kalling, the director of the new center, and Ken-Marti Vaher will formally sign a performance contract that will summarize the more important tasks entrusted to the new center and Kalling's role in performing these tasks as the director of the center. The guests will also receive a tour of the new center's rooms.

In addition to assuming the duties of the accounting units that so far worked in the courts, the Court Accounting Center will also deal with the so-called parentless claims that are created during the court proceedings (most state parentless claims arise from the court decisions in criminal cases). This solution is due to two main goals – first, there is the desire to ensure a better overview and more balanced level in fulfilling claims and second, to free the courts from representing the state in the executive proceedings process, which is not in accordance with the principle of the separation of powers.
